Ron McPeck - Ron began his teaching career in Nebraska in 1960. In 1966, he began teaching for the San Bernardino school system. He taught history and coached speech and debate and tennis. He served as Secretary, Treasurer, and Vice President of the California Teachers Association (CTA), retiring in 1995. Ron served on the Redlands Unified School District for 20 years.

BUSINESS SERVICES CONSENT ITEMS

Approve all Consent Items as detailed in Items XII.b. – XII.o.

Approve Agreement with HMH Professional Learning, to provide a keynote speaker, Dr. Tyrone Howard, effective November 1, 2022 through June 30, 2023 at a cost not to exceed $23,750.00 to be funded by Title II Funds (Appendix Item).

HMH Professional Learning represents noted researchers and speakers throughout the country.  The contract will cover the speaking services of Dr. Tyrone Howard, professor in the Graduate School of Education and Information Studies at the University of California, Los Angeles, where he also serves as Associate Dean for Equity, Diversity, and Inclusion.  His research examines culture, race, teaching, and learning.  He has published several bestselling books exploring these topics, including Expanding College Access for Urban Youth.  Dr. Howard will speak to the administrative team, at their advance, on current matters of equity and schooling. 

c.
Approve Memorandum of Understanding with Building A Generation to conduct the Family Resource Center Program at Lugonia and Victoria Elementary Schools, effective July 1, 2022 through June 30, 2023 (Appendix Item).

Building A Generation will match services, materials and products, to the District’s expense for Facility Usage, Utilities and Administrative Support.  The total amount of the in-kind support is $23,232.17 per year.  Building A Generation’s continued funding provided by the Department of Behavioral Health addresses the unmet need of access to mental health services for our children as well as transitional age youth and families.  Building A Generation will be more capable of ensuring access to quality mental health services so that the existing Family Resource can truly become “one stop” centers that are able to fully address the key community needs for all age groups of the multiple communities served by the Redlands Unified School District.  Building A Generation has been providing the Family Resource Center Program at our schools since 2010.

d.
Approve Notice to Exercise Second Option to Extend the Lease Term for a period of one (1) year with Mountain View Child Care, Inc., dba Totally Kids Rehabilitation Hospital, to be billed monthly in the amount of $4,788.74, effective July 1, 2022 through June 30, 2023, to be funded by Special Education Funds (Appendix Item).

Mountain View Child Care leases a 1,638 square foot classroom area at the sub-acute facility located at 1720 South Mountain View Avenue, Loma Linda to the District to be used as a classroom to provide educational instruction, educational services, program planning and related services for children who are being cared for by Totally Kids, Inc. The District began leasing a space at the facility in 2009.

e.
Approve Amendment No. 3 with PBK-WLC for Architectural and Engineering Services for the Redlands East Valley High School S Wing Parking Lot Expansion Project at a cost of $1,914.00, to be funded by Developer Fees. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On June 15, 2021 the Board approved the agreement with PBK-WLC to provide Architectural and Engineering Services for the Redlands East Valley High School S Wing Parking Lot Expansion Project. This fee increase is for District requested updates to the landscape plans.  

f.
Ratify/Approve the Consultant Agreement between Redlands Unified and Autism Diagnostic and Intervention Connections to conduct a psychoeducational Independent Educational Evaluation, at a cost not to exceed $8,150.00, effective August 11, 2022 through June 30, 2023, to be funded by Special Education Administrative Funds (Appendix Item).

Student M.P., through his/her Parents, have requested an Independent Educational Evaluation (“IEE”) at public expense. M.P. has selected Consultant to conduct an IEE in the area of psychoeducation. Consultant is specially trained, experienced, and qualified to conduct the IEE. District has agreed to M.P.’s request for an IEE at public expense and seeks the Board’s approval of the Consultant Agreement.

Ratify/Approve Amendment No.1 to District Agreement No. 22/23-0363 with the Office of the San Bernardino County Superintendent of Schools, effective July 1, 2022 through June 30, 2024, at a total cost not to exceed $2,260.00, to be funded by Local Control Accountability Plan Funds (Appendix Item).

Redlands Unified School District will reimburse the San Bernardino County Superintendent of Schools for two high school students to attend the University of California Riverside Medical Leaders of Tomorrow (MLT) program.   Students enrolled in the Medical Leaders of Tomorrow program will have the opportunity to explore a future career in the health care profession. Original Board date was August 9, 2022, Amendment No. 1 adds clarification to the per student amount.   

h.
Ratify/Approve Agreement with The Regents of the University of California, on behalf of its UC Davis Center for Integrated Computing and STEM Education, to provide professional development for K-12 teachers, to be held through October 1, 2022 through September 30, 2023, at a cost not to exceed $39,750.00 to be funded by Local Control Accountability Plan Funds (Appendix Item).

UC Davis Center for Integrated Computing and STEM Education shall provide a 15 Day On-Site C-STEM professional development workshop for K-14 teachers that will focus on supporting the teachers with the understanding of CStem Curriculum and associated technology skills as how to integrate the curriculum into their classes.  

i.
Approve the Parent Organization/Booster Club Application of a school-connected organization, Citrus Valley Cross Country Booster Club, to operate at Citrus Valley High School (Appendix Item).

Board Policy and Administrative Regulation 1230 – School-Connected Organizations states that the Governing Board needs to authorize a school-connected organization to operate at a school.   

j.
Approve the Parent Organization/Booster Club Application of a school-connected organization, Redlands Boys Volleyball Booster Club, to operate at Redlands High School (Appendix Item).

Board Policy and Administrative Regulation 1230 – School-Connected Organizations states that the Governing Board needs to authorize a school-connected organization to operate at a school.  

k.
Approve Change Order No. 1 with Roadway Engineering & Contracting, Inc., Redlands East Valley High School Parking Expansion, Bid 14-22, in the amount of $14,060.00 to be funded by Developer Fees, Redevelopment Agency Funds and/or CFD Funds (Appendix Item).

This change order is for Bid 14-22, Redlands East Valley High School Parking Expansion Project, which the Board awarded on May 24, 2022.  This change order addresses unforeseen conditions and contains an explanation of the reason for the change order, the amount, and the amended contract amount.    

l.
Accept the San Bernardino County Superintendent of Schools staff report to ensure the District’s compliance with Williams Legislation for the quarter covered from July through September for the 2022-2023 school year. No insufficiencies or deficiencies were observed (Appendix Item).

m.
Approve Payment Transmittal Numbers 23000296 through 23000355 for September 27, 2022, in the amount of $3,051,096.00. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

n.
Accept donations. Instruct the secretary to write letters of appreciation on behalf of the Board (Appendix Item).

Approve 2022-2023 Comprehensive School Safety Plans (CSSP) for the following school sites: Arroyo Verde Elementary; Bryn Mawr Elementary; Crafton Elementary; Cram Elementary; Franklin Elementary; Highland Grove Elementary; Judson & Brown Elementary; Kimberly Elementary; Kingsbury Elementary; Lugonia Elementary; Mariposa Elementary; McKinley Elementary; Mentone Elementary; Mission Elementary; Smiley Elementary; Victoria Elementary; Beattie Middle School; Clement Middle School; Cope Middle School; Moore Middle School; Citrus Valley High School; Redlands East Valley High School; Redlands Senior High School; Orangewood High School; and eAcademy (Appendix Item).

California Education Code (EC) Section 32281(a) requires every kindergarten through grade twelve school, public and public charter, including community and court schools, to develop and maintain a CSSP designed to address campus risks, prepare for emergencies, and create a safe, secure learning environment for students and school personnel. The law requires designated stakeholders to annually engage in a systematic planning process to develop strategies and policies to prevent and respond to potential incidents involving emergencies, natural and other disasters, hate crimes, violence, active assailants/intruders, bullying and cyberbullying, discrimination and harassment, child abuse and neglect, discipline, suspension and expulsion, and other safety aspects. The law requires that each school update and adopt its CSSP by March 1 annually. It requires that the school district or COE approve CSSPs. EC does not specify a date by which the safety plan must be approved by the district; however, the school district or COE must annually notify the CDE by October 15 of any school(s) that have not complied with requirements. Effective school safety planning must be a dynamic, ongoing process with plans being reviewed and evaluated regularly, and after critical incidents.

c.
Ratify/Approve CalHope Student Support Project Memorandum of Understanding with the Office of the San Bernardino County Superintendent of Schools for services and implementation of Social Emotional Learning (SEL) professional development and materials at "focal schools" Beattie Middle School and Redlands East Valley High School, effective July 1, 2022 through and including June 30, 2024, at which time SBCSS shall distribute a total of $45,834.00 to each of these schools for successful performance of this MOU (Appendix Item).

The goal of this project is to provide support to selected focal schools in areas of planning, implementation, and improvement. SBCSS agrees to provide coaching, support and training on a monthly basis, as well as provide support and facilitate communication between the UC Berkeley Data Team, as UC Berkeley will provide Institutional Review Board (IRB) oversight for the protection of research participants within the scope of this project. Following the successful performance of this MOU, SBCSS agrees to pay $45,834.00 to both schools; half of this payment to be distributed during the 2022-23 fiscal year, and the other half during the 2023-24 fiscal year.

The revisions to this Board Policy and Administrative Regulation will bring them current with California School Boards Association (CSBA) guidelines, Education Code and/or Legislation.

The revisions to this Board Policy and Administrative Regulation will bring them current with California School Boards Association (CSBA) guidelines, Education Code and/or Legislation.

Approve 36 AVID Juniors/Seniors from Citrus Valley High School to travel, by bus, to Northern California for the purpose of touring prospective colleges and universities, effective October 17, 2022 through October 20, 2022.

To be funded by ASB; Four days of school will be missed.

i.
Approve 111 members of Marching Band from Redlands High School to travel, by bus, to San Clemente, CA, to participate in Band Competition, effective November 5, 2022 through November 6, 2022.

To be funded by ASB; Zero days of school will be missed.

j.
Approve 85 AVID Juniors/Seniors from Redlands East Valley High School to travel, by bus, to Northern California for the purpose of touring prospective colleges and universities, effective April 13, 2023 through April 15, 2023.

a.
Adopt Resolution No. 14, 2022-2023, National Red Ribbon Campaign, supporting Red Ribbon Week, October 23 - 31, 2022 (Appendix Item).

The theme for the 2022 Red Ribbon Week Celebration is, “Celebrate Life. Live Drug Free.” District support of this week-long celebration makes a visible statement that we are firmly committed to drug-free and alcohol abuse-free communities.

b.
Approve the Stipulated Expulsion regarding student 2022-2023-003, expulsion through the remainder of the first semester and all of second semester for the 2022-23 school year, with the second semester suspended.

Student 2022-2023-003 was recommended for expulsion in violation of Education Code 48915 (a2) Possession of any knife or other dangerous object (knife).  

c.
Approve the Stipulated Expulsion regarding student 2022-2023-002, expulsion through the remainder of the first semester and all of second semester for the 2022-23 school year, with the second semester suspended.

Student 2022-2023-002 was recommended for expulsion in violation of Education Code 48900 (c) Possessed, used, sold, or otherwise furnished, or been under the influence of any controlled substance (marijuana).
