This is the time that any member of the public may address the Board on any agenda item before or during the Board's consideration of the item, provided the person submits a completed Registration Card to Address the Board form to the Clerk of the Board or his/her designee prior to the time the Chairperson calls the item for the Boards consideration. This is not meant to be a debating period. Complaints and problems relating to policy matters will be referred to the Superintendent. 
The person wishing to address the Board shall, when recognized by the Chairperson of the Board, step up to the podium/microphone and announce his/her name. The Chairperson shall, in the interest of facilitating the business of the Board, limit the amount of time which a member of the public may use in addressing the Board to three [3] minutes, unless the Chairperson, or a majority of the Board determines that a different limit is appropriate.

Ratify/Approve Subgrantee/Project Agreement with the San Bernardino Community College District for the California Adult Education Program (CAEP), in the amount not to exceed $40,000.00, for the period of September 23, 2022 through June 30, 2023 (Appendix Item).

The California Department of Education and the California Community College Chancellor’s Office are working together to establish linkages for students across their systems that provide adults with the academic and career skills needed to enhance student success. The California Adult Education Program (CAEP) was formerly the Adult Education Block Grant (AEBG). The legislature has committed funds to regional consortia composed of K-12 districts, community college districts, County Offices of Education (COE), and joint power authorities (JPAs) to collaborate regionally for the purpose of expanding and improving adult education services by creating linkages between the educational systems.  

c.
Ratify/Approve the Compromise Agreement between Redlands Unified, San Bernardino County, and Petitioner, effective upon approval by the Governing Board, to be funded by District General Funds and Special Education Administration Funds (Appendix Item).

Family, the District, and SBCSS have negotiated a compromise to resolve a dispute regarding Student’s educational program. Family contends that Student’s educational program denied Student a free appropriate public education ("FAPE''). The District and SBCSS contends that it made a FAPE available to Student. Parties agree the negotiated compromise resolves this dispute. The Compromise Agreement requires approval by the District’s Governing Board, and the District has submitted the Agreement for approval at the first available District Board of Education Meeting.

d.
Ratify/Approve Amendment No. 1 to District Agreement No. 22/23-23114 with the San Bernardino Community College District for the California Adult Education Program (CAEP), in the amount of $888,512.00, for the period of July 1, 2022 through June 30, 2023 (Appendix Item).

Amendment No. 1 increases the total minimum value of the agreement  determined by the San Bernardino Community College District Adult Education Consortium AB104 Annual Plan’s Allocation Schedule approved by the Consortium from $686,512.00 to $888,512.00.

e.
Award Bid 7-23 for HVAC Upgrades at Cope Middle School, to the lowest responsible/responsive bidder, Arrowhead Mechanical, Inc. in the amount of $496,000.00, to be funded by COVD Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board.

Bid 7-23 is to provide updated HVAC systems for Cope Middle School. Bid opened on October 4, 2022 at 10:00 a.m.

f.
Accept as complete and approve filing a Notice of Completion with the County Hall of Records for Bid 1-22 with Cornerstone Construction Service, Inc., for Sitework for Relocatables at Cope Middle School. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On July 27, 2021, the Board awarded Bid 1-22 to Cornerstone Construction Service, Inc., for Sitework for Relocatable at Cope Middle School.  Authorized District staff has verified the work has been completed in accordance with bid specifications as of October 13, 2022.

g.
Approve the Parent Organization / Booster Redlands High School Boys Soccer Booster Club of a school-connected organization. Redlands High School Boys Soccer Booster Club will be operating at Redlands High School (Appendix Item).

h.
Accept donations. Instruct secretary to write letters of appreciation on behalf of the Board (Appendix Item).

i.
Approve Payment Transmittal Numbers 23000429 through 23000497 for October 25, 2022, in the amount of $4,931,268.18. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

Approve Revised Administrative Regulation 4229 – Volunteers [First and Second Reading] (Appendix Item).

The revisions to this Administrative Regulation will bring it current with Redlands Unified School District policies and procedures.

c.
Approve Three-Year Agreement with Crafton Hills College for the College and Career Access Pathways Partnership (CCAP), effective November 1, 2022 through June 30, 2025 (Appendix Item).

The College and Career Access Pathways Partnership (CCAP) Agreement is a college and career program that provides an opportunity for RUSD to expand the dual enrollment program for high school students to allow for college-level courses to be taught by RUSD teachers during the regular school day. The CCAP Agreement supports high school students who may not already be college bound, or who are underrepresented in higher education, with the goal of developing pathways from high school to community college for career technical education or preparation for transfer, improving overall high school graduation rates, and helping high school pupils to achieve college and career readiness.

d.
Approve 18 Members of the Cross Country Team from Citrus Valley High School to travel, by bus and van, to Fresno, CA to compete in the Cross Country Meet, effective November 25, 2022 through November 26, 2022.

To be funded by ASB; One half-day of school will be missed.

e.
Approve 73 Fifth Grade Students from Highland Grove Elementary School to travel, by bus and boat, to Avalon, CA to participate in an inclusive educational program to Science Camp, effective April 12, 2023 through April 14, 2023.

To be funded by 5th Grade Account; Three days of school will be missed.

Approve the Stipulated Expulsion regarding student 2022-2023-005, expulsion through the remainder of first semester and all of second semester for the 2022-2023 school year, with the second semester suspended.

Student 2022-2023-005 was recommended for expulsion in violation of Education Code 48915 (a5) Assault/ battery of staff.  

b.
Approve the Stipulated Expulsion regarding student 2022-2023-006, expulsion through the remainder of first semester and all of second semester for the 2022-2023 school year, with the second semester suspended.

Student 2022-2023-006 was recommended for expulsion in violation of Education Code 48915 (a5) Assault/ battery of staff.  

c.
Approve the Stipulated Expulsion regarding student 2022-2023-007, expulsion through the remainder of first semester and all of second semester for the 2022-2023 school year.

Student 2022-2023-007 was recommended for expulsion in violation of Education Code 48915 (a2) Possession of any knife or other dangerous object (switchblade knife).  

d.
Approve the Stipulated Expulsion regarding student 2022-2023-008, expulsion through the remainder of first semester and all of second semester for the 2022-2023 school year, with the second semester suspended.

Student 2022-2023-008 was recommended for expulsion in violation of Education Code 48915 (a3) Possession of drugs, alcohol, or any controlled substance (THC Vape).
