Sylvia M. Lantz –  Former teacher at McKinley Elementary School and longtime Redlands resident passed away on June 19, 2023.  Sylvia was active in the First United Methodist Church, AAUW, PDK, ADK and volunteered in several classrooms at McKinley after retiring.

David Clifton Peters – David spent many years repairing typewriters and copy machines for the Redlands Unified School District.  He passed away on June 14, 2023, after a battle with leukemia.  David worked for the Redlands Unified School District from 1971 to 2005.

Approve Agreement with Redlands Unified School District and Lead Inclusion LLC., to have Author Lee Ann Jung present during staff professional development week, to be billed per the attached rate sheet, effective on August 4, 2023, to be funded by Special Services Title II Funds (Appendix Item).

Dr. Lee Ann Jung of Lead Inclusion LLC., in collaboration with Redlands Unified School District, will provide consulting services during the upcoming staff development week on the general topic of Inclusive Practices and UDL. 

c.
Approve Agreement with Lexia Learning Systems, for a one-year renewal for all elementary and middle school sites, including Home Hospital and eAcademy, effective August 1, 2023 through July 31, 2024, at a cost not to exceed $223,200.00, to be funded by Local Control Accountability Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign related documents on behalf of the Board (Appendix Item).

Through Lexia Core5 and Lexia Power Up, elementary sites have been able to offer support with foundational skills, to struggling readers and English Learners. Lexia supports educators in providing differentiated literacy instruction for students of all abilities in grades K-8. Lexia's research-proven program provides explicit, systematic, personalized learning in the six areas of reading instruction, targeting skills gaps as they emerge and providing teachers with the data and student specific resources they need for individual or small-group instruction.

d.
Approve Agreement with Renaissance Inc., for a one-year renewal subscription for "My On" and "My On News" for all elementary schools, including RISE, eAcademy and Home Hospital, effective August 1, 2023 through July 31, 2024, at a cost not to exceed $95,213.07, to be funded by Local Control Accountability Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign related documents on behalf of the Board (Appendix Item).

Through Renaissance, "My On" and "My On News" students can engage in frequent high-quality reading practices with thousands of digital books and articles. Students can stay up to date on the latest news, discoveries, world events and more as they build critical literacy skills.

e.
Ratify/Approve Agreement with the Law Offices of Atkinson, Andelson, Loya, Ruud & Romo, to provide legal services pertaining to District business, effective July 1, 2023 through June 30, 2024, unless renewed or extended by a written agreement. Billed per agreed-upon rates and to be funded by Business Services, CFD, Developer Fees and General Funds and Local Control Accountability Funds (Appendix Item).

The Law Offices of Atkinson, Andelson, Loya, Ruud & Romo, will provide legal services pertaining to District business and related matters as may be specifically directed by the Governing Board and the Superintendent/designee, including, but not limited to, personnel, labor, employee relations and other consortium-related services in addition to other services including facilities, special education, charter schools, and board/governance, or such other legal issues as may be specifically assigned by the Superintendent/designee.

f.
Ratify/Approve Agreement with Autism Learning Partners (ALP) to provide 1:1 Direct Service with a registered Behavior Technician including Clinical Supervision each month, effective July 1, 2023 through June 30, 2024, to be invoiced per attached rate sheet, to be funded by Special Day Class 1:1 Paras (Appendix Item).

Autism Learning Partners (ALP) in conjunction with Redlands Unified School District will be able to provide Direct Service with a Behavior Technician as well as Clinical Supervision, supporting Behavior Intervention Development (BID).

g.
Ratify/Approve Agreement with Autism Spectrum Intervention Services & Training (ASIST) to provide a 1:1 Direct Applied Behavior Analyst (ABA), Behavior Intervention Instructor (BII) Intervention, Board-Certified Assistant Behavior Analyst (BCABA) and Behavior Intervention Developer (BID) supervision, effective July 1, 2023 through June 30, 2024, funded by Special Services Funds(Appendix Item).

The District is required to provide 1:1 Applied Behavior Analyst (ABA) support to students based on current IEP. Autism Spectrum Intervention Services & Training (ASIST) will provide Direct Applied Behavior Analyst and will provide 1:1 para behavior supports per IEP’s for students. 

h.
Ratify/Approve Agreement with Benchmark Education Company, to provide supplemental phonics curriculum, teacher material, student material and teacher digital access for Kindergarten through 5th Grade, effective July 1, 2023, at a total cost of $642,338.27, to be paid in  three-year increments, funded by Local Control Accountability Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign related documents on behalf of the Board (Appendix Item).

Benchmark is an intensive phonics supplemental intervention program that is based on the latest research information, adhering to the tenets of structured literacy. This explicit, systematic instruction features robust opportunities for application and practice.

i.
Ratify/Approve Agreement with California Valley Protection (CVP) Security, to provide on-site unarmed security officers as needed, to be invoiced per the attached Service Agreement, effective July 1, 2023 through June 30, 2024, to be funded by Business Services and Developer Fee Funds (Appendix Item).

CVP Security will provide on-site unarmed security officers as directed per the District Office. CVP is committed to providing highly trained and qualified unarmed officers who are trained in Chemical Agents, OC/Pepper Spray, and Baton.

j.
Ratify/Approve Agreement with Citrus Counseling Services, Inc. to provide mental health services to students effective July 1, 2023 through June 30, 2024, at a cost not to exceed $15,000.00, to be funded by Local Control Accountability Plan Funds (Appendix Item).

In partnership with Redlands Unified School District (RUSD), Citrus Counseling Services (CCS) provides mental health and psychoeducational services to students. These services are utilized to fill the service gap for students who are experiencing mental health concerns who do not qualify for state and county funded programs. Referred students receive a screening to assess for state or county funded programs qualification. RUSD authorizes funding for mental health services for the student based on the clinical need.

k.
Ratify/Approve Agreement with CSM Consulting, Inc., to provide assistance completing various filings, consultations regarding the Federal Communication Commission (FCC) E-Rate Program, and audit documentation, effective July 1, 2023 through June 30, 2024, at a cost not to exceed $18,900.00 per year, with annual renewal for up to five years, to be funded by E-Rate Monies Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board (Appendix Item).

CSM consults with the District to verify compliance and proper completion of E-Rate forms, filings, and audits in order to capture E-Rate program monies

l.
Ratify/Approve Agreement with New Direction Solutions, LLC., DBA ProCare Therapy, to provide two Speech Language Pathologists and one School Nurse, to be billed per attached rate sheet, effective July 1, 2023 through June 30, 2024, to be funded by Special Education Funds (Appendix Item).

New Directions Solutions LLC, doing business as ProCare Therapy, is offering a staffing solution that includes two Speech-Language Pathologists (SLPs) and one School Nurse. These professionals will provide various services based on the provided rate sheet, including conducting assessments and actively participating in Individualized Education Program (IEP) meetings for IRC and RSEED (Preschool). ProCare Therapy will offer support on the educational needs of students by ensuring comprehensive assessments and active involvement in the IEP process.

m.
Ratify/Approve Agreement with the Redlands Educational Partnership (REP), for the District to act as fiscal agent for the After School Educational and Safety (ASES) Grant, in conjunction with Expanded Learning Opportunities Program Grant, to forward proceeds to REP, to fund the program agreement between REP and the YMCA of the East Valley, not to exceed $2,067,230.50, effective July 1, 2023 through June 30, 2024 (Appendix Item).

The Redlands Educational Partnership is contracting with the YMCA of the East Valley to provide staffing for the After School Education and Safety grant from the CDE. The YMCA, as a community organization, brings its 100+ years of experience in serving youth to the students in Redlands schools. Local, family-oriented, and well-experienced, the Y staff will help the ASES program reach a new level of success by driving grant-funded dollars toward direct services to students without the need for large amounts of overhead.

All of the ASES programs have shown they benefit from the collaborative partnerships the AAA Academy director cultivates with them and with partnering agencies such as the University of Redlands Community Engagement Program, Girl Scouts, Inland Empire Resource Conservation District, Climate Action Corp, TreeStock, Redlands Police Department, Redlands Community Center, and the Burrage Buddies Program of the Rochford Foundation. Equally, the YMCA brings many more partners to the ASES sites that will result in enhanced opportunities for our students. 

n.
Ratify/Approve Agreement with Soliant Health Inc., to provide staffing services as directed for all students in the District, effective July 1, 2023 through June 30, 2024, to be billed per the attached rate sheet, funded by Special Day Class 1:1, Special Education Non-Severe, Special Education, Severe, Student Health Services, General Instruction, and Covid Funds (Appendix Item).

Soliant Health in conjunction with Redlands Unified School District will provide healthcare jobs and staffing services as directed for all students in the District.

Ratify/Approve Agreement with Solution Tree Inc., to provide one day of training for administrators and two days of training for teachers, effective March 9, 2023 through August 1, 2023, at a cost not to exceed $29,500.00, to be funded by Educator Effectiveness Block Grant Funds (Appendix Item).

Solution Tree Inc., Speaker, Tom Schimmer, will provide one day of training for administrators and two days of training for teachers on the topic of, "Grading From The Inside Out", which offers expertise in assessment, grading, leadership, and behavioral support. Trainings will take place on March 9, 2023, July 31, 2023 and August 1, 2023.

Ratify/Approve Agreement with South Coast Community Services, to provide Student Assistance Program (SAP) Counseling Services at District school sites, effective July 1, 2023 through June 30, 2024, at no cost to the District (Appendix Item).

South Coast Community Services (SCCS) provides mental health services funded through various sources from the County of San Bernardino including the Student Assistance Program (SAP), Community Wholeness & Enrichment (CWE), School Aged Treatment Services (SATS), Success First (SF), Therapeutic Behavioral Services (TBS), and Wraparound. These programs provide various services including, but not limited to, Prevention/ Early Intervention services such as education-based and supportive groups (anger management, self-esteem, bullying prevention, empowerment, and self-advocacy), mental health treatments/therapeutic services, and psychoeducation.

q.
Approve Amendment No. 2 with MTGL, Soil and Materials Inspections and Testing for the Redlands East Valley High School Stadium Track & Field Project, for an increase of $8,122.35, to be funded by Redevelopment Agency Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On June 14, 2022, the Board approved the agreement with MTGL, to provide Soil and Materials Inspections and Testing for the Redlands East Valley High School Stadium Track & Field Project. Fee increase is needed as the Project has experienced an extended work schedule needed for the changes to the project.

r.
Accept as complete and approve filing a Notice of Completion with the County Hall of Records for Silver Creek Industries, Inc., for the purchase and installation of Division of the State Architect (DSA) approved portable buildings at Redlands High School for Piggy Back Bid - Centralia School District Bid CEPU#N15-2017/18. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On February 9, 2021, the Board awarded Piggy Back Bid - Centralia School District Bid CEPU#N15-2017/18 to Silver Creek Industries, Inc., for the purchase and installation of Division of the State Architect (DSA) approved portable buildings at Redlands High School. Authorized District staff has verified that work has been completed in accordance with the contract documents including all authorized changes as of May 30, 2023.

s.
Approve Designated Representative Juan Cabral to serve as official voting representative on the Executive Committee of the Inland Adult Education Consortium Executive Committee (San Bernardino Community College District Consortium). If the official representative is unable to attend, they can select a non-voting designee to attend on their behalf. Per AB104, Section 84905, "a member of the consortium shall be represented only by an official designated by the governing board of the member".

The Inland Adult Education Consortium helps adults in the San Bernardino Valley learn the academic and job skills needed to improve their employment prospects and financial standing. Through the network of community colleges, school districts, adult schools, and workforce development and human services partners, adults are connected to educational programs that empower them to overcome past challenges and find a career pathway where they can grow and contribute to the overall economic health of the region. Through State legislation AB86, the Consortium has the opportunity to rethink, redesign and align curriculum for adult education at a regional level.

t.
Award Bid 20-23 for Trash Removal Services at Various Sites, to the lowest responsible/responsive bidder, CR&R Incorporated, in the approximate yearly cost of $569,308.44, which may be extendable up to a total of five years, funded by General Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board.

Bid Number 20-23 for Trash Removal Services at various sites is based on an ongoing basis. Bid opened on June 6, 2023, at 10:00 a.m.

Approve Change Order No. 2 with Arrowhead Mechanical, Inc., for HVAC Upgrades at Cope Middle School, Bid 7-23, in the amount of $3,678.09 to be funded by Covid Funds (Appendix Item).

This change order is for Bid 7-23, HVAC Upgrades at Cope Middle School, which the Board awarded on October 25, 2022. This change order addresses unforeseen conditions and contains an explanation of the reason for the change order, the amount, and the amended contract amount.

v.
Approve Change Order No. 2 with Jergensen Construction, Inc., for Sitework for Relocatable at Student Services, Bid 14-23, in the amount of $58,142.27, to be funded by Redevelopment Agency Funds (Appendix Item).

This change order is for Bid 14-23, for Sitework for Relocatable at Student Services, which the Board awarded on February 14, 2023. This change order addresses unforeseen conditions and contains an explanation of the reason for the change order, the amount, and the amended contract amount.

Authorize the destruction of the following surplus/obsolete vehicles:

Transportation is requesting the removal of surplus/obsolete vehicles from the District inventory and to have the vehicles disposed of in accordance with Board policy. Repairs for the vehicles exceed the value of the vehicles and some parts may not be available. Request removal from the District inventory. Vehicles will be sold or offered to the Redlands Unified School District High School Auto Shops.

Approve Exhibit D/Quarterly Uniform Complaint Report Summary of the Williams Settlement Legislation for the quarter-covering, April through June 2023 (Appendix Item).

A requirement of the Williams Case Settlement is the quarterly reporting of complaints received and resolved.  This report is submitted to the County Superintendent of Schools on a quarterly basis.

Adopt Resolution No. 1, 2023-2024 – Resolution of the Redlands Unified School District Community Facilities District No. 2001-1 Establishing Annual Special Tax for Fiscal Year 2023-2024 (Appendix Item).

The resolution establishing the tax rate is adopted by the Board on an annual basis and submitted to the County. The rate shown in Resolution No. 1, 2023-2024, Exhibit “A” is an estimate, as the applicable index (“Marshall & Swift Class D”) for July is not yet publicly available. The Superintendent or its designee, is authorized within the resolution to revise the maximum rate if the applicable index, when available, is different than that shown in Exhibit “A”.

The resolution establishing the tax rate is adopted by the Board on an annual basis and submitted to the County.

Adopt Resolution No. 5, 2023-2024, with Redlands Unified School District authorizing the execution and delivery of a ground lease, a lease agreement, a trust agreement, a certificate purchase agreement, and a continuing disclosure agreement with respect to the execution and delivery of Redlands Unified School District Certificates of Participation (2023 Warehouse, Kitchen, and Meeting Facilities Financing), authorizing the execution and delivery of such certificates evidencing principal in an aggregate amount of not to exceed $25,000,000. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

In order to finance the acquisition, construction, installation, improvement and equipping of District central warehouse, kitchen and meeting facilities (the “Project”), the Redlands Unified School District (the “District”) proposes executing and delivering the Redlands Unified School District Certificates of Participation (2023 Warehouse, Kitchen and Meeting Facilities Financing) (the “Certificates”). The proceeds of the Certificates will be used to finance the Project and pay the costs incurred in connection with the execution and delivery of the Certificates.
 
The proposed transaction is structured as a lease between the District and the Redlands Unified School District Facilities Corporation (the “Corporation”). The District expects to lease certain land and improvements, consisting of the Beattie Middle School, to the Corporation pursuant to the Ground Lease, and to sublease such property back for continued use by the District, pursuant to the Lease Agreement. The obligation to pay rent each year under the Lease Agreement will by evidenced by the Certificates, and the Certificates will be sold to investors.

Adopt Resolution No. 6, 2023-2024, with Redlands Unified School District Facilities Corporation authorizing the execution and delivery of a ground lease, a lease agreement, an assignment agreement, and a trust agreement with respect to the execution and delivery of Redlands Unified School District Certificates of Participation District authorizing the execution and delivery of a ground lease, a lease agreement, a trust agreement, a certificate purchase agreement, and a continuing disclosure agreement with respect to the execution and delivery of Redlands Unified School District Certificates of Participation (2023 Warehouse, Kitchen, and Meeting Facilities Financing), evidencing principal in an aggregate amount of not to exceed $25,000,000. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

In order to finance the acquisition, construction, installation, improvement and equipping of District central warehouse, kitchen and meeting facilities (the “Project”), the Redlands Unified School District (the “District”) proposes executing and delivering the Redlands Unified School District Certificates of Participation (2023 Warehouse, Kitchen and Meeting Facilities Financing) (the “Certificates”). The proceeds of the Certificates will be used to finance the Project and pay the costs incurred in connection with the execution and delivery of the Certificates.

The proposed transaction is structured as a lease between the District and the Redlands Unified School District Financing Corporation (the “Corporation”). The District expects to lease certain land and improvements, consisting of the Beattie Middle School, to the Corporation pursuant to the Ground Lease, and to sublease such property back for continued use by the District, pursuant to the Lease Agreement. The obligation to pay rent each year under the Lease Agreement will by evidenced by the Certificates, and the Certificates will be sold to investors. The Corporation will assign its rights in the Ground Lease and the Lease Agreement to U.S. Bank Trust Company, National Association, as trustee, pursuant to an Assignment Agreement.

Adopt Revisions to the Annual Proposed Budget for the 2023-2024 Fiscal Year (Appendix Item).

The 2023-2024 Budget, per Education Code 42127 and Assembly Bill 1200, must be approved on or before July 1 per the District’s decision to utilize the single budget adoption cycle.  Per Education Code 52062, the public hearing for the 2023-2024 annual proposed Budget was held at the May 23, 2023 Board Meeting.

In accordance with E.C. 64000 [i] all School Plans for Student Achievement shall be reviewed and approved by the local governing board on an annual basis. The templates for the Local Control and Accountability Plan (LCAP) and the School Plan for Student Achievement (SPSA) are designed to work together. The LCAP is a local educational agency (LEA) level planning document with a three-year timeline, while the School Plan is specific to a school site with a one-year term. An LEA and its schools benefit from the use of a shared vocabulary and planning process that is embedded in a context of continuous improvement. Plans follow a sequence of planning stages, which begins with the identification of resource inequities, as applicable, and a review of past performance as addressed in the Analysis sections of each plan. The School Site Council (SSC) shall develop the content of the SPSA (EC Section 64001[g][1]). The SPSA shall be reviewed annually and updated, including proposed expenditure of funds allocated to the school through the ConApp and the LCAP, if any, by the SSC (EC Section 64001[i]).

c.
Ratify/Approve Agreement for Administrator on Loan with Redlands Educational Partnership (REP), for the District to provide REP a District Administrator, Coordinator, AAA Academy. REP will reimburse the District for all employment-related costs, effective July 1, 2023 through June 30, 2024. Authorize Juan Cabral, Superintendent, to sign on behalf of the Governing Board (Appendix Item).

d.
Approve 100 members of Marching Band from Citrus Valley High School to travel, by car, to Redlands, CA (U of R) to attend Band Camp, effective July 26, 2023 through July 28, 2023.

To be funded by ASB; Zero days of school will be missed.

e.
Approve 80 AVID Juniors from Redlands East Valley High School to travel, by bus, to Northern California for the purpose of touring prospective colleges and universities, effective March 14, 2024 through March 16, 2024.

Complaints and problems relating to policy matters will be referred to the Superintendent. 
The person wishing to address the Board shall, when recognized by the Chairperson of the Board, step up to the podium/microphone and announce his/her name. The Chairperson shall limit the amount of time which a member of the public may use in addressing the Board to three [3] minutes, unless the Chairperson, or a majority of the Board determines that a different limit is appropriate.
