Approve Agreement with Anova Family Services Mental Health Counseling, to provide mental health support for current Orangewood students, effective August 15, 2023 through June 15, 2024, at a cost not to exceed $30,000.00, funded by School Site Funds (Appendix Item).

In partnership with Redlands Unified School District, ANOVA Family Services offers therapy that is customized to each student and their environment, helping the healing process by offering an understanding that extends beyond the student to the communities that shape their lives. Supporting students who need additional mental health support beyond the scope of the existing counseling program.

c.
Approve Agreement with New Directions Solutions LLC., DBA ProCare Therapy, to provide Speech Language Pathologist staffing during the first semester, due to vacancies and leaves, effective August 9, 2023 through December 15, 2023, to be billed based on the attached rate sheet, funded by Special Education Funds (Appendix Item).

New Direction Solutions LLC (ProCare) will provide SLP support for staffing Speech Language Pathologists during the first semester, due to vacancies and leaves.

d.
Approve Agreement with PCH Architects, for Architectural and Engineering Design Services for the Freezer Addition at Franklin Elementary School, for a cost of $20,675.00, plus reimbursables, to be funded by Kitchen Infrastructure and Training Funds. Authorize Jason Hill, Assistant Superintendent, Business Services to sign on behalf of the Board (Appendix Item).

PCH Architects will assist the District with architectural and engineering services for the Freezer Addition at Franklin Elementary School. Services will include construction documents, bidding phase and construction support. 

e.
Approve Agreement with Rise Education Solutions, to provide writing training with Eboni Freeman, effective August 15, 2023 through June 1, 2024, at a cost not to exceed $15,000.00, to be funded by Title I Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign related documents on behalf of the Board (Appendix Item).

Rise Education Solutions with Eboni Freeman will provide multiple trainings focusing on effective writing instruction, lesson observations, professional learning, and coaching.

f.
Approve Agreement with Scoot Education, to provide paraprofessional staff, effective August 9, 2023 through November 1, 2023, with an option to renew, to be billed per the attached rate sheet, funded by Elementary and Secondary School Emergency Relief Funds (Appendix Item).

Scoot Education Paraprofessional Support provides staffing to help school districts in filling vacancies in a timely manner.

g.
Amend Agreement No.1 with Soliant Health Inc., to provide staffing services as directed for all students in the District, effective July 1, 2023 through June 30, 2024, per the attached rate sheet, to be funded by Special Day Class 1:1, Special Education Non-Severe, Special Education Severe, Student Health Services, General Instruction and Covid Funds (Appendix Item).

Originally Board approved on July 1, 2023, at the Board of Education Meeting, approve the updated rate sheet is for Soliant Health to provide healthcare jobs and staffing services as directed for all students in the District. 

h.
Ratify/Amend Agreement No. 3 with Soliant Health Inc., to provide healthcare jobs and staffing services as directed for all students in the District, effective July 1, 2022 through June 30, 2023, to be invoiced per the attached rate sheet, to be funded by Business Services, Elementary and Secondary School Emergency Relief, Learning Recovery Support, Special Education and Student Health Services Funds (Appendix Item).

Originally Board approved on June 14, 2022, at the Board of Education Meeting, the updated rate sheet is for Soliant Health to provide healthcare jobs and staffing services as directed for all students in the District. 

i.
Ratify/Approve Agreement with Barrett Executive Leadership Consulting, to provide coaching services for the Superintendent, at a cost not to exceed $35,000.00, effective July 1, 2023 through June 30, 2024, to be funded by Superintendent Services Funds (Appendix Item).

Barrett Executive Leadership Consulting will provide coaching services for the Superintendent, at a cost not to exceed $35,000.00. Services will be billed quarterly at $5,000.00 per quarter. Additional services relating to supporting Cabinet or the Board of Education will be billed at $2,00.00 per day.

j.
Ratify/Approve Addendum C Addition to the Master Agreement for Programs and Services between the Redlands Unified School District and the Colton-Redlands-Yucaipa Regional Occupational Program (CRY-ROP), effective July 1, 2022. Authorize Juan Cabral, Superintendent, to sign on behalf of the Board (Appendix Item).

In addition to the original Master Agreement approved on May 10, 2022, this addendum acknowledges the difficulties in hiring a CTE/ROP Video Game Design Teacher at CVHS.

k.
Ratify/Approve Agreement with Harbottle Law Group, a Professional Corporation, to retain legal services, at a cost not to exceed $25,000,00 effective July 1, 2023 through June 30, 2024, to be funded by Special Education Administrative Funds (Appendix Item).

Harbottle Law Group in conjunction with Redlands Unified School District will advise Special Services and perform legal services while keeping the client informed of progress and responding to inquiries.

l.
Ratify/Approve Agreement with Hiddleson Listening, Language, and Speech Center, to provide Auditory-Verbal Therapy ("AVT"), effective July 1, 2023 through June 30, 2024, to be funded by Special Education Administrative Funds (Appendix Item).

The District in conjunction with AVT services for students pursuant to the requirements of their operative individualized education programs will provide, listening, language, and speech centers equipped with specially trained, appropriately licensed, experienced, competent staff, capable of providing these services.

m.
Ratify/Approve Agreement with Pacific Hearing, to conduct audiological evaluations, effective July 1, 2023 through June 30, 2024, to be invoiced per the attached rate sheet, funded by Special Education Non-Severe Funds (Appendix Item).

Pacific Hearing in collaboration with Redlands Unified will be providing audiological evaluations which include auditory testing, central auditory processing disorder screening, comprehensive audiometry and impedance, including results with written reports.

n.
Ratify/Approve Agreement with Professional Tutors of America Inc., to provide compensatory educational services, to be billed per attached rate sheet, effective July 1, 2023 through June 30, 2024, to be funded by Alternative Dispute Resolution Funds (Appendix Item).

The District has a need to obtain compensatory educational services for students as a component of alternative dispute resolution procedures. Professional Tutors of America is specially trained, appropriately licensed, experienced, competent, and capable of providing these services.

Ratify/Approve Agreement with Rise Interpreting, to provide 1:1 Student ASL support in the form of an interpreter or signing aide, to be billed per the attached rate sheet, effective July 1, 2023 through June 30, 2024, to be funded by Special Education Funds (Appendix Item).

Rise Interpreting will provide 1:1 Student ASL support in the form of an interpreter or signing aide.

p.
Ratify/Approve Agreement with the San Bernardino County Superintendent of Schools, to provide a two-day training, supporting professional development by utilizing AVID's 6C's, effective August 3, 2023 through August 4, 2023, at a cost not to exceed $18,000.00, to be funded by Local Control Accountability Funds (Appendix Item).

The RIMS AVID 6C's of Common Core Training will be provided to various secondary schools in the Redlands Unified School District.

q.
Ratify/Approve the San Bernardino County District Advocates for Better Schools (SANDABS) 2023-2024 Membership Agreement 23/24-0353 with the Office of the San Bernardino County Superintendent of Schools, effective July 1, 2023 through June 30, 2024, at a total cost not to exceed $2,000.00, to be funded by District Administration Funds (Appendix Item).

This is a renewal of the annual membership in San Bernardino County District Advocates for Better Schools (SANDABS). District membership in SANDABS helps to fund various activities throughout the year, including meetings in Sacramento to discuss the State budget and legislative proposals, the annual legislative night, and candidate interview during election years.

r.
Accept the San Bernardino County Superintendent of Schools staff report to ensure the District’s compliance with Williams Legislation for the fourth quarter of the 2022-2023 school year. No insufficiencies or deficiencies were observed (Appendix Item).

s.
Award Bid 22-23 for Charter Transportation Services to the lowest responsible/responsive bidders, Student Transportation of America, Visser Bus Services Inc., Starks Enterprises Transportation Services, Aerocoach Transportation LLC., Gold Coast Tours, H&L Charter Co, Inc., Certified Transportation and Avalon Transportation, to be funded by Transportation Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board.

Bid 22-23 will provide Charter Transportation Services for various students on an as-needed basis. Each bidder has a specific number of vans and/or buses of different sizes and types at their disposal. The selection of routes is based on a first-come, first-served basis, where the lowest bidder must have the required vehicle available, or the job will be assigned to the next lowest-priced company. All companies that meet the specification and bid requirements, will be awarded and placed on an approved carrier list. Bid opened on June 27, 2023, at 10:00 am.

t.
Extend Award RFP 6-22 for produce to the lowest responsible/responsive bidder, Harvest Produce Inc., effective August 9, 2023, to be funded by Child Nutrition Services Funds. This extension is year two of three. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board.

This RFP will supply produce for Child Nutrition Department meals. Three RFP’s were opened on August 5, 2021, at 10:00 am.

u.
Approve Change Order No. 2 with Silver Creek Industries, for Purchase and Installation of Division of the State Architect approved portable buildings at Redlands High School, Piggy Back Bid - Centralia School District Bid CEPU#N15-2017/18 in the amount of ($6,250.99) to be credited to Developer Fees and/or Redevelopment Agency Funds (Appendix Item).

This change order is for Piggy Back Bid - Centralia School District Bid CEPU#N15-2017/18, the Purchase and Installation of Division of the State Architect approved portable buildings at Redlands High School which the Board awarded on February 9, 2021. This change reflects a credit due to the elimination of crane work.

v.
Accept as complete and approve filing a Notice of Completion with the County Hall of Records for Bid 14-23 with Jergensen Construction Inc., for Sitework for Relocatables at Redlands Unified School District (Student Services). Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On February 14, 2021, the Board awarded Bid 14-23 to Jergensen Construction Inc., Sitework for Relocatables at Redlands Unified School District (Student Services). Authorized District staff has verified the work has been completed in accordance with bid specifications as of July 10, 2023.

w.
Accept as complete and approve filing a Notice of Completion with the County Hall of Records for Sonship Painting, for the painting of the Redlands East Valley High School Portable classrooms, Bid 17-22. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

Sonship Painting was awarded Bid 17-22 (DIR Project ID 416873) for painting of the Redlands East Valley High School Portable classrooms. Authorized District Staff has verified that the work has been completed in accordance with bid specifications as of June 22, 2023. 

x.
Approve Reject Claim Number 624449 in accordance with Government Code Section 913.

y.
Accept donations. Instruct the secretary to write letters of appreciation on behalf of the Board (Appendix Item).

BUSINESS SERVICES ACTION ITEMS

Approve the revised 2023-2024 Board of Education Meeting Dates (Appendix Item).

Adopt Resolution No. 8, 2023-2024, Authorizing the Assistant Superintendent of Business Services to make applications for and to sign certain assurances with respect to applications for local, state, and federal programs, projects, or grants. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign related documents on behalf of the Board (Appendix Item).

The purpose of the Volkswagen Environmental Mitigation Trust is to fully mitigate the excess nitrogen oxide emissions caused by Volkswagen’s actions. Implementing California's Beneficiary Mitigation Plan will fully mitigate the excess nitrogen oxide and additionally commits to long-term air quality and climate goals by investing in zero-emission technologies.

Approve 14 Members of Boys Varsity Water Polo from Redlands East Valley to travel, by car, to Santa Barbara High School, to compete in a Division I Water Polo Invitational Tournament, effective September 7, 2023 through September 9, 2023.

The revisions to this Administrative Regulation and Board Policy will bring it current with California School Boards Association (CSBA) guidelines, District practices and procedures, Education Code and/or Legislation.

i.
Approve Memorandum of Understanding between Redlands Unified School District and the Univerity of Redlands to establish a collaborative relationship for developing a comprehensive school-based mental health program and academic counselor training, at no cost to the District. Authorize Ken Wagner, Assistant Superintendent, Educational Services, to sign on behalf of the Board (Appendix Item).

This agreement aims to establish a collaborative relationship for the development of a comprehensive school-based mental health program and academic counselor training. The services include, but are not limited to, providing counseling, substance use prevention, and a range of psychotherapies for students and their families through school-community partnerships. The focus also includes counselor workforce development, research, program assessment, and fostering community partnerships.

Approve request for readmission of student 2021-2022-011 following expulsion effective December 14, 2021, and continuing through the first semester of the 2021-22 school year

Student 2021-2022-011 was recommended for expulsion in violation of Education Code 48915 (a1) Fighting: serious injury/ assault. The student has met all conditions of the expulsion order and is eligible for readmission for the first semester of the 2023-2024 school year.

b.
Approve request for readmission of student 2022-2023-039 following expulsion effective May 16, 2023, and continuing through the remainder of the second semester for the 2022-23 school year with the first semester for the 2023-24 school year suspended

Student 2022-2023-039 was recommended for expulsion in violation of Education Code 48900 (c) Possessed, used, sold, or otherwise furnished, or been under the influence of any controlled substance (marijuana). The student has met all conditions of the expulsion order and is eligible for readmission for the first semester of the 2023-2024 school year.

COMMUNITY INPUT
This is the time that any member of the public may address the Board on anything that falls under the jurisdiction of the Board of Education provided the person submits a completed Registration Card to the Clerk of the Board or his/her designee prior to Public Participation. This is not meant to be a debating period. Complaints and problems relating to policy matters will be referred to the Superintendent. 
The person wishing to address the Board shall, when recognized by the Chairperson of the Board, step up to the podium/microphone and announce his/her name. The Chairperson shall limit the amount of time which a member of the public may use in addressing the Board to three [3] minutes, unless the Chairperson, or a majority of the Board determines that a different limit is appropriate.
